 I play on PS4 and with such a complex game as this I really miss not being able to hove rover icons or things in the UI to get some explanation.

Is there somewhere an overview of all the icons and their meaning?

Yep, you push L3 and boom, hovering icon: nigh on invaluable in conversations too!!
