Annoying horiontal flickering lines during game

during the game, when scrolling the screen, moving horizontal semi-transparent flickering lines appear in the monitor image.  how do i solve this problem?  i had this problem before and solved it by uninstalling and reinstalling the geforce gtx 1050.  but now this is not working.  anyone  know how to solve this visual issue ?  is it related to the motherboard?  my former motherboard had  problem nd i replaced it by a weaker motherboard.  regarding the monitor, i already replaced the image cable (although not the vga adapter) but the problem persists.
