Can't level up PoE1 on Xbox 1

Okay, I've been googling this for about an hour, and I can't figure out how to level up my characters on the Xbox one. Everything I see on Google says to simply "click" on the plus sign on the character portrait. I don't seem to have this function on the Xbox version. I can't even get the cursor to move over the character's portrait.

Help! Seems like a decent game...

shoot, can't quite remember; I have the PS4 version but didn't finish

 

seems like if you select the character you want with LB or RB, then open the radial menu with LT, the option to level-up should be there

 

as I recall, the cursor is only for combat and movement options
