I have reached a point in the game where I cannot play anything new without purchases, but the in App Store doesn’t open. When I click the button, nothing happens. I am playing on an IPhone XS that has iOS 12.3.1.

Just to confirm, you are connected to the Game Center, yes? If you are seeing the store, you most likely are, but it never hurts to check.
