Tekehu's Druid subclass of Watershaper says that his Water and Frost spells are foe-only.

Overwhelming Wave is tagged as a Water spell, and I heard people saying that he could spam it to great effect, but when I used it, it damaged my party members?

That's not a bug.  The subclass description says: "Learns select Watershaper spells at new Power Levels" and "Frost and Water spells cast this way are Foe Only."  So only Tekehu's "Watershaper" spells that have the Frost and Water keywords are foe-only.
