Get the Titan's Heart after setting fire to the powderhouse

I'm doing "The Slaying Face's Hunt for the Titan's Heart" and I need to go to the Fleet Master's Office in The Brass Citadel.

 

I already set fire to the powderhouse sneakily (Current main story quest: I have to go to Ukaizo  ) and I can't enter into the Citadel without fighting. Two guards protect the west bridge entrance and they become hostile if I overtake them. At the beginning they're not and they warn me to wait outside until they find the responsible for the explosion. How can I manage it peacefully?

Have you tried using Bounding Boots and stealth to hop over them and see if the whole Citadel is hostile?

 

You could also just fight them - it's not like your RDC reputation is doing anything for you.

Yes I have, but they all become hostile without any other option :/ 

Whatever, even if I found it as a plot forcing...

Even if you cheat, and tp without combat - there will be no girl inside (( So thats not possible(
