[Bug] Helm of the Falcon lost it's bonuses

Helm of the falcon is supposed to give 

 

I have no idea what triggered this, but all of the sudden the Helm does not have any effect anymore. Not only on tooltip, i also don't benefit from the bonuses (verified by mouseovering two handed melee weapon recovery)
