Specifically, if an NPC is leaning against something (the priest next to Cotta in the Queen's Berth back alley at night as an example) or is doing anything other than standing there, you can click on them all you want, no looting/pickpocketing inventory box will ever show up in spite of the cursor indicating that you can pick that entity's pocket.
