Steps to repro:

 

- load saved game that I emailed to support@obsidian.net

- go through eothas dialog, listen to waidwen & others talk

- choose an option like "need someone to lead the gods" or "take pity" etc.

- follow dialog to conclusion. Epilogue does not happen.

 

Note: "fight eothas" dialog does cause epilogue, but most / all others don't.
