Also the game did not update to 4.0.0.0034. Stays at v3.1.1.0023 LAX123ACDF.

I'm afraid you may have done things in the wrong order. You should first install the patch (which is separate from the dlc) then add the dlc.

    GOG Galaxy auto update probably wanted to install new dlc first then the patch & now I'm reinstalling the game
