[3.1.1] The Courier's Calling Encounters Trigger Without Maia in Party

I'm trying to avoid completing The Courier's Calling, by keeping Maia out of my party. But when I go to Tikiwara the mob encounter with Harama is triggered (Including Maia's lines!).
