Slippers of the Assassin do not work.  First killing blow results in nothing happening.  

 

(Edit) Equipping and unequipping the boots seemed to have fixed the slippers not working.  Not sure if I did anything else to change things but I got it to proc now

This was actually caused by a fix to another issue where I had to change how this item worked behind the scenes. As you mentioned, unequipping and reequipping should cause it to work again.
