Streetfighter distracted not working?

Here's the issue, out of combat it seems to work. But in combat, powder burns doesnt distract with streetfighter. Is this a bug? I'm not sure if it's only me.

Sorry i have defiant apparel. So i think that's the problem.

Configure browser push notifications
Chrome (Android)

  3. Adjust your preference.
