[3.1] AI scripts missing "max focus" conditional for cipher subclass Ascendant

Cipher's ascendant subclass usually needs max focus to cast spells.

Currently the scripts only have "Self: At Least 90 Focus" option at most.We need some kind of "at max focus" (or "not at max focus") conditional.
