I ask because if it has an effect, it is a very subtle one.  I've been working on a playthrough with the perk selected (on hold now due to the "downgraded items" bug) and so far I can't tell any difference.  Maybe once or twice I've gotten something different, but not enough to really notice.  Save/reload when looting wrecks/graves has more benefit.

 

For 12 points it seems that it should have a bit more impact (compare it to the increase skills perk and there is no comparison).  Of course it is impossible to know since the description is beyond vague -- so I don't even know how to go about testing this.

 

Anyway, not a big deal in the scheme of things, but I figured I'd ask.

I'm sorry about the bug with the quality on items.  In regards to Loaded Pockets, the ability seems to be working, but it is possible that it is a much lower rate than may be expected.  That being said, I'm going to create a bug report and link similar reports as this so that the team knows and may consider buffing the effect.
