Games prevents me from zooming into the closest distance

Often I load into a new screen and the game doesn't let me zoom into the closest distance from my characters.

 

I scrolls my middle mouse button or press the equals key and the game doesn't zoom in to the minimum distance.

Could you please provide us with a screenshot of your closest zoom distance view and give us your save file so that we may investigate your issue further?
