Heart-Chime Amulet: Incorrect bonus?

Pallegina has the Heart-Chime Amulet equipped.  Normally, she should get  Winged Steps: 10% stride and +15 defense against disengagement.  Instead, her character sheet shows her under the effect of Lunar Heart: +1 Power Level at night.  What's up with that?

 

I should mention that my character is trying to stack disengagement and stride.  Pallegina has Fast Runner and Tumbling already.  I assumed they stacked, but maybe it's giving her Lunar Heart because they don't?  Is this intended?

Everybody gets Lunar Heart. The amulet fails to adapt to Watcher or race.
