The first step can only upgrade the Master Shaper, other effects can't be upgrade even if I met all the requirements, then when I upgrade the Ondra's Wrath, I can repeat upgrades the Master Shaper again.
 
It's obviously a mistake, please fix it. >_<

I find that Blackened Plate Armor has the same problem.
