I'm sorry that the Lighted Path quest isn't triggering for you.  Thank you for the save file as well.  I'll get this off to our QA team and Area Designers to investigate and try to get a fix in as quickly as possible for a future patch.  Please let us know if you find any more details about this issue or if you have any other questions, comments, or concerns in the future.
