What it says in the title.
If you're close enough you'll hear her say it but it definitely gets logged no matter how far away you are from her. Every. Single. Time you re-enter the Brass Citadel from another city district or an indoor location (like 'Imperial Command') within The Brass Citadel.

Happens everytime a save game in The Brass Citadel is (re)loaded as well.

I've added your issue about Emeini repeating her dialogue every time the Brass Citadel scene is reloaded.
