Cannot get "Stairs up" icon Oathbinder's Sanctum third level

The stairs icon does not appear, whatever I try. Have tried different characters, reloading, rechecking file integrity... Nothing works. It is like Hotel California, you can check in any time on the Third Floor, but you can never leave. 

Having the exact same problem. Stair icon will not appear even with a reload.

When you finish the entire quest line, a new door opens at the very bottom, that takes you to the top. So hang in there, and thou shalt prevail.
