I'm trying to decide what I should do with the souls in the poe 1 history choices. I'm not sure which God would be the most in favour of magic/arcane. I like frost and lightning spells best so Rymrgand or Hylea? I also thought Wael seems kind of magical.

There isn't a particular deity of magic. Wael likes the pursuit (and loss) of knowledge, Rymrgand as a ice motif, and Magran likes things that explode.

I interpret the pursuit and mastery of wizardry as being very Waelian. 

The memorization of convoluted formulae where even the slightest deviation can cause catastrophe, or sometimes nothing at all? Yeah.
