Hey hey, 

 

So, one of the big aspects of PoE1 was having to kill specific dragons and use their parts to upgrade gear to Superb and then to Legendary quality. In this game, it seems you don't need dragon parts for Superb, but what about Legendary? Are there other ways to bring gear to the highest level of strength? 

To the title: no. To the last question: yes.
