[Request] Spell Cache belt to give scroll more predictably

I like the concept of this item, similar with amazing instantly potion belt, you might get a very powerful scroll or a meh one, but that is the fun. However, it is pretty annoying that this ability is per rest, and it is usually wasted on trash encounters because it automaticially procs at the beginning of combat.

 

My suggestion is make it use on demand, or once per encounter.
