Ship crew are not being killed in non-mutiny events such as keelhauling and other forms of deadly punishment. During a mutiny everybody is hostile. You kill all of your crew, but only the mutineers are actually removed from your ship. 

Also, should the cannibalism event have reactivity with Corpse-Eaters? Because I got that event once (and only once) with a Corpse-Eater/Bleak Walker Fanatic but there was no mention of the Watcher being a literal cannibal.
