Is Refreshing Defense limitting the number of duration extensions? Bug or design?

I thought it's a design for preventing abuse, but who knows. It seems if you use Refreshing Defense, it can extend duration by 2s from hits of enemies, but it's limited to 5 uses or so. After that skill no longer extends duration.

 

Has anyone tested it?
