Was wandering around old city outlook and noticed that Xoti wants to initiate dialogue. When I click on the speech bubble she only has the regular things to say.

 

E: I think it started after sucking up that one soul that can be found there.

Yep, this has been a recurring problem for a long time now. Xoti's dialogues seem to be kinda bugged in general as some of her dialogues are also triggered sooner than they probably should be judging by their content.

Does this break her quest?

I don't think so, things are just a little off every now and then and there are some dialogues that don't make sense (like she refers to main quest things you might not have learned yet).
