Priest's Dismissal spell still one shots the Guardian of Ukaizo (bug or feature?)

As the title says. I've seen this cheesy exploit being discussed earlier so I just wanna clear this up. Is this as intended? Is the Guardian a spirit/vessel of lower lever than a priest to get insta gibed like this? Or should he always be of equal or higher level to only take raw damage?
