The tooltip for the spell is correct.

It shows the base value in its unit ( seconds in this example ) and the other bonusses in %.

 

The sneak attack tooltip can be confusing for some players.

I know what it means because I have explained the basic damage formula to some people.

Like the spell tooltip, the sneak attack tooltip should be in the same unit as the description ( % in this case )

So it would be "30% base, +30% rogue power level"
