I talked to Zamar, found the thugs, talked to them, then killed them. Afterwards reported to Zamar (Captain Radora had no options to talk about).

 

Thus returning to Zamar I had no option but lying that Radora had no money (couldn't even speak with her as stated). The resolution however says I paid him restitution money for Zamar's loss on the deal (I did buy the cannon's but after the quest was finished).
