So before even meeting Arkemyr I found the the observatory and got the notes. Then I went back to his area and stole the tablet.

 

When I gave it to the woman in front of the palace I got summoned. Went to his study and an imp told me he is in the pool room below.

 

Well I get there and everytime I try to talk to him it says he is deeply focused on the pool. I can't have a conversation with him. Any help?

Look into the pool.

It's not selectable. I'll reload a few times and keep trying.

Yep no option to investigate the pool. I ended up killing him for his gear. And yet the Cordial Invitation journal entry is still active. *sigh*
