Does marked prey effect spell accuarcy?

I haven't had time to test yet but I'm wondering if this is the case?

 

Running a seer (ascended +sharpshooter) and since spell accuarcy is hard to come by I was wondering if the +10 from the hunters mark applied would apply to my cipher abilities.
