I have found this shield.

I can have 2 enchantments that have the same effect ( superb, +3 deflection ) but use different material and money.

I am not sure, but so far I have never seen an item where you can do the same enchantment twice, so I guess it is a bug.

And thank you for taking the time and posting you question :) you shouldn't be able to enchant any items twice with the same enchant.
