Is there a power level cap?

If I'm already power level 9 and I have effects / abilities that increase my power level for certain skills / spells, do I benefit from them and get to power level 12, 15, etc? Is there a cap?

No I don't think so based on the below pic. I can get 400+ if I use Empower.
