I'm leaning to making her a cipher due to her attributes, but I want a rogue in my team, so I want to make her a rogue ideally.

Why not both?

Rogue/Cipher with eyestrike and some pistols could be really fun to play.

I want a character who is full Rogue. I might just go full Rogue when I get her and see how it goes.
