I'm currently playing a 7th level Fighter (devoted) and Monk (helwalker) and my character does not seem to be gaining any weapon proficienies as he levels, and only started with one. Is there a known issue around this? 

Not a bug. This is because the devoted sub-class has as a drawback the fact that it can only have one weapon proficiency (in addition to fists).

Thanks for posting your question about weapon proficiencies regarding your Devoted Fighter and Helwalker Monk multiclass. Your character not gaining any weapon proficiencies is intended due to the Devoted subclass stating that you may only have 1 weapon proficiency. kmbogd is correct in saying that this is in addition to your default Fists. So if you chose a Greatsword as your weapon proficiency as a Devoted Fighter, you will not gain any more weapon proficiencies as you level up.
