I can't expose Furrante for his crimes because despite having the letter in my inventory the quest is acting like I don't have it when I talk to him. Aeldys recognized what I had but no one else does.

just did it right now - had the letter and still attacked like i got no proof

I have the latest version, but I still have this problem :(

 

Or does Aeldys have to be present in the council, and must not be tortured on top of Balefire Beacon?

That would really suck storytelling wise, since I do have the letter as proof and can at least proof Furrante's deal in front of the rest of the council.
