    BUG: Cipher focus gain permanently disabled by Drinking Horn of Moderation

    So this is why my cipher's running around with 70 int and can't gain focus on hit anymore... My mental bindings are basically map wide 24s stuns and 32s roots, no wonder the game's so easy... anyway to fix my int as well?
