Umm... the guys on Korriban are just force sensitive Sith Officers that have been taken in for training. They're not Dark Jedi yet. That's why they're still dressed as Naval Officers. Remember the Sith on the Star Forge and Unknown world are dressed as Dark Jedi, not like the officers. When they graduate from Korriban they probably get the neat getups.
