I think they are leaning towards the right side. They should focus on professional QA and not "waste" resources on a community BETA. Besides, there's always the issue that many people feel entitled to a 100% bug free game if you let them participate in a BETA ("I submitted this bug months ago and still no fix!!!!11!"). A public BETA holds too many potentially negative implications. Go for early access. Then people will approach the game with more realistic expectations and we will probably all be spared lots of drama.
