    Is the right one?.. https://outerworlds2.obsidian.net/issue-tracker#yKoN8dYX-executives-at-achq-cannot-be-found-at-their-office-when-trying-to-turn-in-indisposable-agent-for-hire-ar-130353 Just asking because tracker listing names quest "Indisposable Agent for Hire" (likely a typo of 'Invaluable Disposable Agent'); instead of "Mystery of Mental Modulators". Are multiple quests involving those NPCs affected?
