    I am encountering the same issue. Talking to Archivist Stallworth and reporting the gathered information grants you the reward, followed with additional flavor dialog, including options to get more money or reputation points. After ending the dialog, the quest is still in the list of incomplete side quests. Talking to her again prompts you to once again report the gathered information as if nothing happened, with the third report ending the conversation.
