Yeah, same issue on my front after trying @Mirole's fix (I'd already opened the elevator and similar/ all other ones I could find elsewhere.
Huge bummer.
(I feel like being a badass who can choose to not give one faction leverage by asking for their reinforcements while being a talker who wants to unite the AC and the smarty-pants folk isn't a crazy direction...)
Seems like an easy fix too - not like it changes the story outcome in any meaningful way.
To reiterate as a completionist: Huge. bummer.
