    Can't recruit Inez, never shows up in Milverstreet's office

    This is a big deal, because it presents a game breaking glitch towards endgame. During that portion the game wants you to chat with Inez, but if you failed to recruit (or kill her) here, then you are unable to find her and cannot proceed... I have fully completed the first planet and I managed to get her to appear, but she is stuck with generic dialogue at this time and I cannot recruit her or continue the minister's quest. I basically can't proceed in the game till this is fixed
