I can also confirm this is happening on XBox Series X, although I had done the drones quest by accident when exploring the island before even visiting Milverstreet the first time. Inez disappeared after the first meeting, Milverstreet said "ignore her" on the quest turn-in even though she wasn't in the room, and I thought it was just a instance of "you'll meet her again later". Now I've done almost the whole island and Milverstreet wouldn't even give me the quest to win Westport, which is where I got looped into this bug. So it doesn't just break Inez... It has broken a whole series of quests.
