    Same issue for me on PC on my xbox account. I had a different mission tracked and ran to the quest marker for this quest on the side and took out everyone that attacked me on the way, not realizing I needed to sneak by them. After talking with Amalia she gave me the line about already opening the chest and didn't give me the key. So I reloaded to an earlier save, before I had attacked any of them, and collected the banners without being seen and she still didn't give me the key. The Steel Resolve quest in Emerald Stair is also bugged for me. I can't enter dialogue with Ranger Casagrada. When I try they just mutter something like any other NPC.
