I can confirm that this bug also exists on PC. Every time I start the game, the hideous chromatic aberration effect is clearly enabled, despite it being disabled in the options. So I have to open up the options, check and un-check the chromatic aberration box, and click apply. Then it goes away.
Honestly I have no idea why games include this effect nowadays. It doesn't make things look more realistic or cinematic or whatever. It just looks ugly. There's a reason that photographers always correct for chromatic aberration in post; it's not a desirable look.
