    So if you decide to kill Rockwell (because you have no other choice) you still can't progress through the story because the very next objective is getting to the elevator. Once I press E on the elevator, the same issue happens.

I have re-loaded the game and loaded from different saves with the same issue over and over. Any insight or assistance would be appreciated as I can not finish the game at this time. If you watch the sort stream on 11/6/2019, you'll see it happens multiple times.
