I actually know my rep is very high with all 3 factions. so I have to check vendors and not vending machines?

Pretty much out in the wild for this faction mission and only way to get into the house is with the picks but every vending machine has them restricted and vendors dont have them and I dont have enough. its for the bolt is his name mission
