Ohhhh kay. That makes sense. This was a level 2 character as shows in the screenshot but the frenzy was cast with empower.

The damage from Frenzy is being multiplied for some reason. I used console commands to show the damage being incorrectly multiplied by x10. The raw dmg should be around 2 dmg every 3 sec, but it is amplified to 19 dmg every 3 seconds. The attached screenshot should make the bug clear.
